Serial. Printed Ephemera Collection has: v.10:no.8 (1919:Oct.). Issue for Oct. 1919 includes a map with title: Made white by county work. On the opposite page is an interpretation of the map. West Virginia appears on the map as a "gray area" which "represents the states in which action has been begun to establish County Work and budgets already established, or where within the next three months State Secretaries for County Work will be in action."
